Senate President Francis Escudero has ordered the creation of an administrative support group to assist the Senate when it convenes as an Impeachment Court for Vice President Sara Duterte-Carpio’s trial.

Under Special Order No. 2025-015, signed on February 20, the Senate Secretary is designated as the Clerk of the Impeachment Court, authorized to issue administrative orders, directives, and guidelines. The order takes effect immediately and remains in force until the trial concludes.

“This Special Order is vital to ensure that the Senate, in its role as an Impeachment Court, operates smoothly and efficiently. We are committed to upholding the highest standards of justice and due process throughout the proceedings,” said Escudero.

The support team will provide legal, technical, and administrative assistance, with key roles assigned to:

*Office of the Senate Legal Counsel – Drafts subpoenas, writs, orders, resolutions, and decisions; prepares legal briefs and trial summaries; manages exhibits; and provides legal support

*Office of the Deputy Secretary for Legislation – Handles transcripts, trial journals, and official records; drafts resolutions; and processes document requests; and

*Office of the Sergeant-at-Arms – Maintains security, serves legal documents, and enforces order in the chamber.

Escudero emphasized that the order ensures a smooth, efficient trial while upholding justice and due process.IMT
