Senate candidates under the Marcos Jr. administration-backed ‘Alyansa para sa Bagong Pilipinas’ coalition dominate voter preferences across all regional clusters, except Mindanao where Duterte-aligned candidates lead. This is according to the April 2025 national survey of non-partisan public opinion firm WR Numero.
The latest Philippine Public Opinion Monitor, conducted from March 31 to April 7, 2025, asked respondents to select 12 preferred Senate candidates from a sample ballot based on the official Commission on Elections list. The survey followed the March 12 arrest of former President Rodrigo Duterte by the International Criminal Court.
In Metro Manila, 47% of voters said they would vote for Rep. Erwin Tulfo. He is followed by former Senate President Vicente Sotto III (32%) and incumbent Sen. Pia Cayetano (31%). Also polling strongly are former Sen. Ping Lacson, Makati Mayor Abby Binay, former Sen. Bam Aquino, and incumbent Sen. Bong Go, all at 29%.
Rounding out the capital’s top picks are incumbent Sen. Lito Lapid (28%), former Sen. Kiko Pangilinan (27%), former DILG chief Benhur Abalos (27%), radio personality Ben Tulfo (26%), and reelectionist Senators Imee Marcos and Bato Dela Rosa (24% each).
In the rest of Luzon, Erwin Tulfo also leads with 47%, followed by Lacson at 41%. They are trailed by incumbent Senators Lapid (38%), Cayetano (38%), and Go (37%), as well as Binay (37%) and Ben Tulfo (36%).
Other candidates favored by Luzon voters include Sotto (35%), Sen. Bong Revilla (34%), Las Piñas Rep. Camille Villar and former Sen. Manny Pacquiao (29% each), and Dela Rosa and Aquino (28% each).
In the Visayas, both Tulfo brothers top the list, with Erwin at 53% and Ben at 41%. They are followed by Lapid (40%), and Cayetano and Villar (39% each). Go and Dela Rosa follow at 34%, with Binay and Pangilinan close behind at 33%.
Also making the Visayans’ ‘Magic 12’ are Aquino (32%), Pacquiao (31%), and Sotto In Mindanao, however, Duterte-aligned candidates lead. Sen. Bato Dela Rosa tops the list with an overwhelming 76%, followed by Sen. Bong Go at 67%. PDP-Laban’s celebrity bets Jimmy Bondoc (45%) and Phillip Salvador (42%) also rank high, as do SAGIP Rep. Rodante Marcoleta and preacher Apollo Quiboloy (40% each), and former Executive Secretary Vic Rodriguez (34%).
Also garnering notable support in Mindanao are lawyer Raul Lambino (26%), Atty. Jayvee Hinlo (23%), 1-RIDER Rep. Bonifacio Bosita (22%), Cayetano (21%), and retired Col. Ariel Querubin, Dr. Richard Mata, and Erwin Tulfo (all at 19%).
The nationwide, non-commissioned survey, conducted from April 1 to 7, 2025, was done through face-to-face interviews with a nationally representative sample of 1,894 registered voters residing in the Philippines. The nationwide survey has a margin of error of ±2% at a 95% confidence level. At the subnational level, the margin of error is ±6% for the National Capital Region, ±5% for North and Central Luzon, ±5% for South Luzon, ±5% for the Visayas, and ±5% for Mindanao, all at the same 95% confidence level.
These findings are part of the WR Numero Philippine Public Opinion Monitor, Volume 2025, Issue 2 (April 2025 National Survey). The survey includes the latest voter preferences for the May 2025 and 2028 elections, as well as current public opinion on the arrest of former President Rodrigo Duterte and the impeachment of Vice President Sara Duterte.PR
