To provide financially challenged students access to quality higher education, Iloilo Fifth District Representative Raul “Boboy” Tupas pushed for the passage of Republic Act (RA) No. 10931 or the Universal Access to Quality Tertiary Education Act.

The measure, authored by Tupas and enacted into law in 2017, mandates state universities and colleges (SUCs) to provide tuition-free education among eligible Filipino students. 

It also covers institutions accredited with the Technical Education and Skills Development Authority (TESDA).

Tupas said many students, including those in the Fifth District of Iloilo, are eager and deserving to finish college despite financial constraints.

In fact, Tupas’ office has been giving financial assistance to several college students enrolled in tertiary schools in his district.

The lawmaker crafted the measure to help more students not only in Iloilo but also across the country.

If elected vice governor of the province, Tupas vowed to come up and support programs, projects, activities and measures that will create more educational and livelihood opportunities for Ilonggos, especially the youth.IMT
